A month has passed since President George W. Bush stood in Jackson Square with St. Louis Cathedral as a backdrop and promised Louisiana 'we will do what it takes ... as long as it takes' to help rebuild communities and lives across the Gulf Coast.

Now's the time, Mr. President, to put some oomph behind your promises rather than to take another plane trip south. It's time for serious movement on his proposed Gulf Opportunity Zone that will provide incentives and tax breaks to bring companies home, and for that urban homesteading plan to turn low-income New Orleanians into property owners. As the cleanup continues, businesses will need workers and workers need homes."
